The eyes are notches cut into the tree decades ago, on which the loggers stood as they fell the tree. They've been blackened by a fire that raged over the clearcut after the logging was complete.
The eyeballs are rocks placed there by an anonymous stump artist. The frown was probably the artist's contribution, too.

Consult your local fire department about open burning and any limitations imposed by drought. It's time to burn after you've received permission. Remove any combustible material from the area surrounding the stump and construct a fire ring around it with bricks or rocks. Add enough kindling and logs on your prepped stump to make a regular campfire. As a safety measure, keep a hose available. As you would any other fire, start yours. The goal is to heat things up, but don't anticipate the stump to vanish in a flash of flame.
